Role purpose

  • This section describes the overall purpose of the role, why it exists and how it adds value to the business. It is a summary list of up to six statements for key result areas where the role holder will have decision making responsibility.
  • To support the R&D Site across APAC for operational safety & health compliance with all applicable regulations and Syngenta internal standards, guidelines and procedures.
  • Particular emphasis to support the Syngenta SD Lab operations broadly covering DH labs, quality labs, poly house operations and lab teams in their understanding of hazardous control measures associated with operational activities and to provide practical services and advice to enable them to minimize the likelihood of safety & health hazards.
  • Focus on farm mechanization and ensuring no incidents during scalability
  • To support the implementation of the initiatives that is necessary to develop Syngenta’s safety & health strategy for the facility.
  • To promote and improve the overall HSE culture onsite.
  • To effectively implement and consistently improve Syngenta HSE Management System at the site
  • Support leadership teams in achieving and sustaining Goal Zero injury and illness performance.

Accountabilities

  • Ensure the site’s compliance with Syngenta’s HSE Policy and implementation of Syngenta’s HSE management system including its elements, standards, requirements; and to drive actions following any audit findings
  • Schedule and conduct HSE inspections and audits with help from team members
  • Develop, enforce and promote workplace safety & health procedures
  • Conduct investigation of any incidents or accidents at workplace
  • Conduct Process and workplace risk assessments
  • Establish and maintain a connection to authorities and keep abreast of new or emerging HSE legislations
  • Ensure permits are acquired for new facilities/operations and that they are maintained according to applicable regulations
  • Maintain collaboration with regional HSE team with driving regional or global HSE initiatives on site.
  • Drive initiatives on sustainability to meet relevant KPIs
  • Organise & coordinate HSE training with help from the HSE co-ordinator & other activities to promote HSE culture.
  • Focus on farm mechanization in buiding documents, Site work instructions on machine safety and building system towards goal zero.
  • Communication and negotiation with waste vendors regarding site waste requirements, particularly for new product introduction on site.
  • Participate in reviewing the equipment selection & modifications in terms of safety aspect, validation , pre-commisioning and commisioning
  • Define, establish, implement & improve the Vehicle and Traffic Safety program for SD team to reduce the number of incidents
  • Assist in incident investigation process and ensure that appropriate corrective and preventive action are taken

Qualifications

Knowledge, experience & capabilities

Critical knowledge

  • Registered as a Workplace Safety and Health Officer (WSHO)
  • Degree or Diploma in Health and Safety/ Chemical engineering/ equivalent qualifications
  • Recognised H&S qualification

Critical experience

  • At least 10+ years experience in HSE in a supervisory role

Critical technical, professional and personal capabilities

  • Understanding of chemical laboratory operations.
  • Knowledge of the investigation methods of incident (e.g Fault tree, 5 whys, TOPSET)
  • Knowledge of the various types of workpalce safety, health and envornmental hazards
  • Interpretation of current and forthcoming safety and health legislation and Syngenta Standards
  • Implement and ensure appropriate local and company required documentation (e.g. Risk Assessments, HSE-related SOPs)
  • Familiarity with HSE Management Systems preferred.

  • Being able to draw and leverage on past HSE experience to develop or improve new/ existing HSE practices onsite
