Role purpose

As a member of the site leadership team, the role of the HSE lead is to:

  • Provide leadership and expertise in all aspects of Health, Safety, Environment to ensure compliance to local and Syngenta HSE requirements.
  • Implements, maintains, audits, measures and improves efficiency of the HSE management system to drive HSE performance for all functions based on the site and its satellite stations and ensure License to operate.
  • Promote a culture of HSE excellence
  • Act as a member of EAME Field Crops HSE LT and share proactively learnings and good practices within the HSE network
  • Responsibility of site HSE budget and has got full authority to stop unsafe activities/tasks.

Accountabilities

Scope

  • Support all functions located on the key site and satellite stations (including fields activities)
  • Acts as a key member of site LT and leads the site safety committee

Budget

  • Responsible of site HSE budget (audit, training, PPE, resources)

People

  • Is the key contact of external stakeholders (local authorities, fire brigade​, policy...) and internal stakeholders (Bus HSE, Work Council ...)
  • Where in place, is the counterpart of SFM/CBRE for HSE matters

In compliance with EAME strategic objectives and global HSE policy, the HSE lead is responsible to:

  • Define and lead HSE strategy and road map for all activities managed by the site and satellites stations
  • Develop, implement, audit and improve HSE processes to ensure that all operations comply with regulatory and corporate requirements
  • Monitor and track delivery of HSE service level agreements/contracts, including those from 3rd parties, to ensure that the site’s needs are achieved at best cost and without threat to our seeds operations or company reputation
  • Ensure all relevant legal and corporate information is current and available for use as required, maintaining foresight for both legislative and corporate initiatives
  • Support and advice all leaders to help them to carry out their accountabilities for HSE
  • Define the 5 years plan of HSE CAPEX and approve all HSE CapEx and major changes
  • Define and lead training, development and certification plans for site employees, including temporary and seasonal employees
  • Responsible of HSE documentation, provide HSE guidance considering the local regulation
  • Lead investigation & RCA of accidents and potential SIF incidents (including ‘near misses’) and dangerous occurrences and make recommendations to prevent recurrence.
  • Develop and manage HSE awareness campaigns.
  • Ensure that all critical activities are risk assessed and control measures are applied before execution.
  • Lead risk reviews and management reviews
  • Monitor HSE performance, analyse HSE data and define priorities for improvements
  • Define and lead audit and inspections processes (including tollers, warehouses, suppliers and growers)
  • Ensure KPI, monitoring and reporting processes are in place and appropriate for local, corporate, and legal requirements
  • Define site Emergency and crisis response and act as site EMS coordinator
  • Enablon : Local triage role (if no coordinator)​
  • Lead site HSE communication
  • Define contractors management process and audit
  • Support FLP lead for the HSE requirements
  • Ensure the site compliance with all aspects of waste management, including registration of new waste streams and renewals

Qualifications

Knowledge, experience & capabilities

  • Diploma in Safety Management and/or NEBOSH/IOSH diploma or equivalent.
  • Experience in a HSE lead role, ideally in industry or agricultural operations.
  • Knowledge in local & international HSE laws and regulations.
  • Ability to operate effectively in a multinational work environment.
  • Excellent leadership and control skills
  • Ability to effectively communicate in both oral and written English.
  • Ability to manage multiple projects and several topics simultaneously and prioritise time/resource accordingly
  • Ability to take a pragmatic approach to maintaining and improving HSE standards in the workplace.
