Job description

Role purpose:

Responsible for implementing and monitoring site-specific health, safety and environmental operations and tasks to reduce workplace accidents, foster a safety-first mindset, and achieve regulatory compliance. He or she is the primary contact for employees, supervisors and leadership team concerning safety-related matters and is responsible for the application of the Safety and Environment Management System (SMS) at the Site. This includes but is not limited to risk management activities, industrial hygiene, applicable report writing, HSE compliance auditing, emergency response, HSE training, HSE program development, organization and leading all occupational risk control tasks, and investigation of work-related accidents and occupational illness, data trending and analysis.

Key Accountabilities:

  • Ensure compliance with the HSE Policy and Standards in the areas under its responsibility.
  • Ensure the proper management of resources and tools necessary for compliance with the HSE Management System.
  • Define and ensure that employees are trained and trained to acquire the skills and abilities necessary for the safe performance of their duties.
  • Assess the risks and implement the required controls in the areas under their responsibility.
  • Communicate HSE performance in their work areas.
  • Develop and review procedures related to HSE management in your area.
  • Participate in incident investigations complying with the QUOTIF required by Syngenta in addition to taking corrective measures and sharing the Learning Lessons to the collaborators of the areas under their responsibility.
  • Elaborate, review, and implement the procedures related to the HSE management of your work area.
  • Ensure the pertinent closure of the observations and / or actions derived from the Audit and Inspection Program.
  • Monitoring and closure of the Observations and / or Actions that are recorded in the corrective, preventive and improvement actions tool.
  • Participate in the elaboration and implementation of annual HSE objectives and improvement plans for the site.
  • Implement the tools established by Syngenta and the site for the measurement and control of HSE risks in the areas under its responsibility.
  • Adhere to the behaviour-based security program established on the site.
  • Understands and uses of personal protective equipment, safe work practices, environmental stewardship practices and teamwork.
  • Conducts regular inspections, safety audits and hazard assessments of work locations, work groups, projects, and individuals at the site.
  • Identifies hazards and potential risks and assist operations staff eliminating or mitigating those hazards.
  • Advise jobsite managers on HSE-related matters.
  • Conducts first level investigations of worksite accidents, injuries, prepares reports and assist with employee medical needs as required.
  • Serves a core member of emergency response team at the work site.
  • Provides training and mentoring in HSE related topics to the staff.
  • Supervises and coordinates other Safety or Environmental technicians assigned to the work site.

Qualifications

Knowledge, experience, and competences:

  • Advanced written and oral English **Mandatory
  • Bachelor Degree in Occupational and Health or related field from a credited institution, Industrial Engineering, or related field.
  • Al least five years of experience agricultural industry, or food, textile, oil, manufacturing, mining, chemical-pharmaceutical, energy, etc.
  • Knowledge of HSE Management Systems (OSHA Regulations, ISO 14001 Certifications, OHSAS 18001).
  • Knowledge of Quality Management Systems (ISO 9001 - 2015).
  • Knowledge of statistics (historical data, trends, etc.), risk analysis, project management, occupational hygiene and ergonomics, database management, KPIs, Document Management.
  • Experience in managing emergency brigades and joint security commissions
  • Computer´s skills and ability in data management systems and office programs.
  • Experience in internal and external audits.
  • Experience and emergency management; emergency plans, crisis management.
  • Availability to travel (Only between sites).
  • Ability to provide training to groups of employees.
  • Experience of local legislation related to Health, Security and Environment.
  • Computer´s skills and ability in data management systems and office programs.
  • Ability to implement the principles and practices of occupational safety and health including industrial hygiene and environmental protection programs.
