  • Ensure development, implementation and support of Country HSE Management System that based on and satisfy to Syngenta HSE Management System and applicable legislation of Countries in the scope
  • Be part of Syngenta Russia-KAZBEC Business Unit HSE functional team – represent business operations in Kazakhstan, Central Asia and CaucasiansFull scope of Health, Safety and Environmental issues, including Civil Defense, Fire Protection, Industrial Safety, waste disposal/removal, personal protection equipment provision, medical checks
  • Labor, hygiene, quality, office security and other topics where it impinges HSE
  • All Syngenta people and permanent contractors, visitors, State officials
  • Routine relations with Syngenta Facility Management organization in Kazakhstan, Central Asia and Caucasians in topics related to HSE
  • Routine relations with State officials and External Governance Bodies in Kazakhstan, Central Asia and Caucasians in topics related to HSE
  • Relations with any 3rd party, including State officials, etc., that linked with Freedom-to-Operate (FTO) requires preliminary sanctioning from Country Manager and other rele-vant Managers
  • Implement and support Syngenta HSE Management System – ensure development, coordina-tion and approval, implementation of appropriate documentation, legal orders, instructions and other support documentation
  • Tracking HSE performance monthly, analyze trends, communicate to relevant audiences, pro-pose proactive and reactive measures to achieve ‘best in class’ HSE performance
  • Supporting Leadership Team / Leaders in Kazakhstan, Central Asia and Caucasians in meeting its corporate and social responsibilities in HSE
  • Consult leaders, managers, teams, individuals in the region in HSE and other related topics
  • Driving full aspects of region’s Freedom-To-Operate (FTO) in HSE (including Emergency Pre-paredness and Civil Defense, fire protection, dealing with wastes) for Kazakhstan, Central Asia and Caucasians – licenses, permits, approvals, etc.; request and receive appropriate support from Country Manager, Leadership Team / Leaders and managers
  • Monitoring changes in HSE legislation and norms, in Syngenta HSE corporate requirements and inform affected audiences, initiating required changes in local HSE Management System, documentations, procedures, controls
  • Deliver in Kazakhstan, Central Asia and Caucasians HSE induction and regular trainings and register it as per requirements of legislation and Syngenta
  • Establishing and maintaining of regional HSE training plan and matrix based on State/re-gional/local and Syngenta internal requirements; ensuring all trainings delivered and validated in time
  • Setting up and continuously supporting Emergency Management Syngenta (EMS) organization in fully aligned to Syngenta Group requirements
  • Ensuring all required HSE reporting based on requirements of Syngenta Group and State/re-gional/local requirements
  • Ownership and driving regional HSE promotion program – communication, visualization and propaganda
  • Playing the role of regional HSE risk champion, driving HSE risk assessment program in Ka-zakhstan, Central Asia and Caucasians
  • Facilitating running of internal HSE inspections in departments/teams
  • Participating in Syngenta HSE audits (based on corporate requirements) and leading follow-up program until its completion
  • Participating in State officials’ audits/inspections in Kazakhstan, Central Asia and Caucasians and leading follow-up program until its completion

Qualifications

  • University degree in technical or legal discipline (entry level)
  • HSE education in Kazakhstan
  • Fire Safety (achievement within 6 months)
  • Electrical Safety (achievement within 6 months)
  • Waste Management (achievement within 12 months)
  • NEBOSH International General Certificate (achievement within 18 months)
  • Workplace Risk Assessment (achievement within 6 months)
  • Management Systems principles and practices
  • Oral and written Russian – fluent
  • Oral and written Kazakh – effective operational proficiency
  • Oral and written English – intermediate level
  • Self-motivation and self-driving skills
  • Team player
  • Multitask skills
  • Project management skills
  • Oral and verbal communication with impact
  • Ability to prioritize and measure work
  • Capable of hard work, stress tolerance
  • Confident, independent personality with high energy level
  • High accuracy in records, documentation
  • Inspection/auditing skills
  • Minimum 2 years of HSE management experience in production environment
