Role purpose  

  • To assure that the sustainable Health, Security and Environment (HSE) system is  implemented in site in order to achieve a governance of process & product quality through product & HSE leadership; minimizing Health, Safety impact on the site's staff, assuring no environmental consecuenses result due to the site's operations. This will be achieved by monitoring, evaluating and continuously improving farm systems from a HSE perspective. Scope of which covers all inputs, processes and outputs to the production process. Together with this the role will ensure the working practices, procedures, instructions and guidelines comply with the Syngenta's policies and with the local regulations. 

Accountabilities 

  • Assure the HSE Management System is implemented in accordance with Syngenta's Requeriments and COPs. 
  • Manage the HSE Risk assessment in oder to have all the risks mapped and actions plans follow up to assure risk mitigation. 
  • Implement a process to monitor KPI's of the HSE area in order to follow, control and improve them. 
  • Lead the HSE internal Audit program to be in compliance with Syngenta's requeriements 
  • Attend all requiriments from Global Audit 
  • Assure that all HSE performance is analised and reported to Leadership Team 
  • Ensure that our employees and contractors have the necessary skills to carry out their work safely, without affecting their health or the environment. 
  • Assures effective HSE incident management, with root cuase analysis for serious and frequently reoccurring events. 
  • Manage & control all the HSE documentation and protocols in accordance with the site's requeriments and assure that all protocols are uploaded into the Reliance system. 
  • Manage, control and administrate all tools related to the HSE Management system (Tracking tool, observations, incident investigation, MoC, Permit to work, KPI's,) 
  • Assure that all HSE cases are reported into the reliance system and follow up until clousure 
  • Support and assure QOTIF of the incident investigation process is in compliance. 
  • Follow up emergency management system to assure the site is prepared to act in case of any emergency related to HSE (brigade members, EMT and PET process) 
  • Support the site manager in assuring LTO related to HSE (Legal Matrix, License to operate and external certifications) 
  • Lead the site's enviromental programs (Waste management and Waste water program) in order to assure the site's operations does not cause negative impact on the environment and to the reputation of Syngenta. 
  • Set actions with each department coodinator to assure HSE protocols are met in all of the site's organizational areas.  
  • Overview of Corrective Improvement Plans of HSE in oder to assure all actions are completed, meeting QOTIF standards.  
  • Establish together with the Line Managers the corrective actions from internal & external audits related to the HSE, inspections and protocols together with a timeline for implementation 
  • Responsible of the expenses under his cost center 
  • Support the site's participation in projects, meetings and information asked by regional HSE Business Partners. 
  • Establish, review & update the protocols as necessary 
  • Assure that all HSE standards are included in the day-to-day operations 
  • Support the strategic agenda and all projects of the site. 

Qualifications

Knowledge, experience & capabilities 

  • Experience in a HSE role at least for three years. 
  • Experience leading internal and external audits 
  • Knowledge of ISO 45001, 9001 and 14000 
  • Knowledge of local legislation related to Health, Security and Environment 
  • Advanced-Intermediate English 
  • Protocol formation and implementation 
  • Internal auditor certified
  • HSE Knowledge 
  • Leadership 
  • Excellent analytical skills 
  • Result oriented and customer focused. 
  • Strong communication and collaboration skills. 
  • Proactive, problem solver, ability to make difficult decisions 
  • Good project management and organizational skills. 
  • High level of computer ability in data management systems and office programs. 
  • Proficient time management skills. 
  • Ability to see “end to end” picture 
  • Excellent team player
